Moed Katan1: 1

מַשְׁקִין בֵּית הַשְּׁלָחִין בַּמּוֹעֵד וּבַשְּׁבִיעִית, בֵּין מִמַּעְיָן שֶׁיָּצָא בַתְּחִלָּה, בֵּין מִמַּעְיָן שֶׁלֹּא יָצָא בַתְּחִלָּה. אֲבָל אֵין מַשְׁקִין לֹא מִמֵּי הַגְּשָׁמִים וְלֹא מִמֵּי הַקִּילוֹן. וְאֵין עוֹשִׂין עוּגִיּוֹת לַגְּפָנִים.

We may water an irrigated field during [Chol] HaMoed or during Shemittah, either from a spring that has just begun to flow or from a spring that has not just begun to flow. However, we may not water [irrigated fields], neither with rain water nor with water from a cistern; nor may we dig ditches around grapevines.

רַבִּי אֶלְעָזָר בֶּן עֲזַרְיָה אוֹמֵר: אֵין עוֹשִׂין אֶת הָאַמָּה בַתְּחִלָּה בַּמּוֹעֵד וּבַשְּׁבִיעִית; וַחֲכָמִים אוֹמְרִים: עוֹשִׂין אֶת הָאַמָּה בַתְּחִלָּה בַּשְּׁבִיעִית, וּמְתַקְּנִין אֶת הַמְּקֻלְקָלוֹת בַּמּוֹעֵד. וּמְתַקְּנִין אֶת קִלְקוּלֵי הַמַּיִם שֶׁבִּרְשׁוּת הָרַבִּים, וְחוֹטְטִין אוֹתָן. וּמְתַקְּנִין אֶת הַדְּרָכִים וְאֶת הָרְחוֹבוֹת וְאֶת מִקְוְאוֹת הַמַּיִם, וְעוֹשִׂין כָּל צָרְכֵי הָרַבִּים, וּמְצַיְּנִין אֶת הַקְּבָרוֹת, וְיוֹצְאִין אַף עַל הַכִּלְאַיִם.

R' Elazar ben Azaryah says: We may not dig a new irrigation canal during [Chol] HaMoed or during Shemittah. The Sages say: We may dig a new irrigation canal during Shemittah, and repair damaged ones during [Chol] HaMoed. We may repair damaged cisterns in the public domain and clear them out. We may repair roads, and streets, and ritual baths; provide all public needs; mark graves; and even go out [to inspect the fields] for forbidden mixtures [of seeds, during Chol HaMoed].
