Terumos3: 6
הַמַּקְדִים תְּרוּמָה לְבִכּוּרִים, מַעֲשֵׂר רִאשׁוֹן לִתְרוּמָה, וּמַעֲשֵׂר שֵׁנִי לְרִאשׁוֹן, אַף עַל פִּי שֶׁהוּא עוֹבֵר בְּלֹא תַעֲשֶׂה, מַה שֶּׁעָשָׂה עָשׂוּי, שֶׁנֶּאֱמַר: ,,מְלֵאָתְךָ וְדִמְעֲךָ לֹא תְאַחֵר”.
[If] one separates terumah before bikkurim, maaser rishon before terumah, [or] maaser sheni before [maaser] rishon, alt-hough he violates a negative commandment, what he did is done, As it is stated: Do not delay your fullness-offering or your “dema.”

וּמִנַּיִן שֶׁיִּקְדְּמוּ הַבִּכּוּרִים לִתְרוּמָה? זֶה קָרוּי ,,תְּרוּמָה” וְ,,רֵאשִׁית”, וְזֶה קָרוּי ,,תְּרוּמָה” וְ,,רֵאשִׁית”, אֶלָּא יִקְדְּמוּ בִכּוּרִים שֶׁהֵן בִּכּוּרִים לַכֹּל; וּתְרוּמָה לְרִאשׁוֹן שֶׁהִיא רֵאשִׁית; וּמַעֲשֵׂר רִאשׁוֹן לְשֵׁנִי שֶׁיֵּשׁ בּוֹ רֵאשִׁית.
And from where [do we derive] that bikkurim should precede terumah? [After all,] this is called “terumah” and “first,” and this is called “terumah” and “first”! Rather, bikkurim should precede [terumah] because they are “bikkurim” of all [the portions]; and terumah [should precede maaser] rishon because [terumah] is [called] “first”; and maaser rishon [should precede] maaser sheni, because [maaser rishon] contains “first.”’’
