מוֹתַר שְׁקָלִים חֻלִּין. מוֹתַר עֲשִׂירִית הָאֵיפָה, מוֹתַר קִנֵּי זָבִין, קִנֵּי זָבוֹת, וְקִנֵּי יוֹלְדוֹת, וְחַטָּאוֹת וַאֲשָׁמוֹת, מוֹתְרֵיהֶן נְדָבָה. זֶה הַכְּלָל: כֹּל שֶׁהוּא בָא לְשֵׁם חַטָּאת וּלְשֵׁם אַשְׁמָה, מוֹתָרָן נְדָבָה. מוֹתַר עוֹלָה לְעוֹלָה. מוֹתַר מִנְחָה לְמִנְחָה. מוֹתַר שְׁלָמִים לִשְׁלָמִים. מוֹתַר פֶּסַח לִשְׁלָמִים. מוֹתַר נְזִירִים לִנְזִירִים; מוֹתַר נָזִיר לִנְדָבָה. מוֹתַר עֲנִיִּים לַעֲנִיִּים; מוֹתַר עָנִי לְאוֹתוֹ עָנִי. מוֹתַר שְׁבוּיִם לִשְׁבוּיִם; מוֹתַר שָׁבוּי לְאוֹתוֹ שָׁבוּי. מוֹתַר הַמֵּתִים לְמֵתִים; מוֹתַר הַמֵּת לְיוֹרְשָׁיו. רַבִּי מֵאִיר אוֹמֵר: מוֹתַר הַמֵּת יְהֵא מֻנָּח עַד שֶׁיָּבֹא אֵלִיָּהוּ. רַבִּי נָתָן אוֹמֵר: מוֹתַר הַמֵּת בּוֹנִין לוֹ נֶפֶשׁ עַל קִבְרוֹ.
The remainder of [funds set aside for] the half shekels is unconsecrated. The remainder of [funds set aside for the purchase of] the tenth of an ephah [meal-offering]; the remainder of [funds set aside for the purchase of] bird-offerings of zavim, zavos, and women after childbirth; [the remainder of funds set aside for the purchase of] sin-offerings and guilt-offerings —- these remainders are [to be placed in the collection chest marked] “Donative Offering.” This is the gen-eral rule: Whatever [money] has been set aside for [the purchase of sacrifices to atone for] a sin or for guilt —- its remainder is [to be placed in the collection chest marked] “Donative Offering.” The remainder of [funds set aside for] a burnt-offering is [to be used] for [the purchase of] a burnt-offering. The remainder of [funds set aside for] a meal-offering is [to be used] for [the purchase of] a meal-offering. The remainder of [funds set aside for] a peace-offering is [to be used] for [the purchase of] a peace-offering. The remainder of [funds set aside for] a pesach-offering is [to be used] for [the purchase of] a peace-offering. The remainder of [funds contributed for the offerings of] nazirites is [to be used] for nazirites; but the remainder of [funds contributed for the offerings of] a [specific] nazirite is [to be placed in the collection chest marked] “Donative Offering.” The remainder of [funds contributed for distribution to] poor people is [to be used] for poor people; but the remainder of [funds contributed for the sake of] a [specific] poor man is [to be given] to that poor man. The remainder of [funds contributed for the ransom of] captives is [to be used] for [the ransom of] captives; but the re-mainder of [funds contributed for the ransom of] a [specific] captive is [to be given] to that captive. The remainder of [funds contributed for the burial of] the dead is [to be used] for [the burial of] the dead; [but] the remainder of [funds contributed for the burial of] a [specific] dead person is [to be given] to his heirs. R’ Meir says: The remainder of [funds con-tributed for the burial of] a [specific] dead person is to be held in escrow until Elijah shall come. R’ Nosson says: [With] the remainder of [funds contributed for the burial of] a [specific] dead person they build a monument for him on his grave.

בִּשְׁלשָׁה פְרָקִים בַּשָּׁנָה תּוֹרְמִין אֶת הַלִּשְׁכָּה: בִּפְרוֹס הַפֶּסַח, בִּפְרוֹס עֲצֶרֶת, בִּפְרוֹס הֶחָג, וְהֵן גְּרָנוֹת לְמַעְשַׂר בְּהֵמָה, דִּבְרֵי רַבִּי עֲקִיבָא. בֶּן עַזַּאי אוֹמֵר: בְּעֶשְׂרִים וְתִשְׁעָה בַּאֲדָר, וּבְאֶחָד בְּסִיוָן, וּבְעֶשְׂרִים וְתִשְׁעָה בְּאָב. רַבִּי אֶלְעָזָר וְרַבִּי שִׁמְעוֹן אוֹמְרִים: בְּאֶחָד בְּנִיסָן, בְּאֶחָד בְּסִיוָן, בְּעֶשְׂרִים וְתִשְׁעָה בֶּאֱלוּל. מִפְּנֵי מָה אָמְרוּ ,,בְּעֶשְׂרִים וְתִשְׁעָה בֶּאֱלוּל”, וְלֹא אָמְרוּ ,,בְּאֶחָד בְּתִשְׁרֵי”? מִפְּנֵי שֶׁהוּא יוֹם טוֹב, וְאִי אֶפְשָׁר לְעַשֵּׂר בְּיוֹם טוֹב, לְפִיכָךְ הִקְדִּימוּהוּ לְעֶשְׂרִים וְתִשְׁעָה בֶּאֱלוּל.
At three periods of the year they withdraw [funds] from the [treasury] chamber; fifteen days before Pesach, fifteen days be-fore Shavuos, and fifteen days before Succos. And these are also the designated dates for the animal tithe —- [these are] the words of R’ Akiva. Ben Azzai says: [The three periods are] on the twenty-ninth of Adar, on the first of Sivan, and on the twenty-ninth of Av. R’ Elazar and R’ Shimon says: [The three periods are] on the first of Nissan, on the first of Sivan, and on the twenty-ninth of Elul. Why did they say “on the twenty-ninth [of Elul]” instead of saying “on the first of Tishrei”? —- because that [day] is a festival, and one may not tithe on a festival, therefore they advanced it to the twenty-ninth of Elul.

בְּשָׁלֹשׁ קֻפּוֹת שֶׁל שָׁלֹשׁ שָׁלֹשׁ סְאִין תּוֹרְמִין אֶת הַלִּשְׁכָּה, וְכָתוּב בָּהֶן אָלֶ”ף בֵּי”ת גִּימֶ”ל. רַבִּי יִשְׁמָעֵאל אוֹמֵר: יְוָנִית כָּתוּב בָּהֶן — אַלְפָ”א בֵּיתָּא גַמְלָ”א. אֵין הַתּוֹרֵם נִכְנָס לֹא בְפַרְגּוֹד חָפוּת, וְלֹא בְמִנְעָל, וְלֹא בְסַנְדָּל, וְלֹא בִתְפִלִּין, וְלֹא בְקָמֵיעַ, שֶׁמָּא יֵעָנִי, וְיֹאמְרוּ: ,,מֵעֲוֹן הַלִּשְׁכָּה הֶעֱנִי!” אוֹ שֶׁמָּא יַעֲשִׁיר, וְיֹאמְרוּ: ,,מִתְּרוּמַת הַלִּשְׁכָּה הֶעֱשִׁיר!” לְפִי שֶׁאָדָם צָרִיךְ לָצֵאת יְדֵי הַבְּרִיּוֹת כְּדֶרֶךְ שֶׁצָּרִיךְ לָצֵאת יְדֵי הַמָּקוֹם, שֶׁנֶּאֱמַר: ,,וִהְיִיתֶם נְקִיִּם מֵה› וּמִיִּשְׂרָאֵל”. וְאוֹמֵר: ,,וּמְצָא חֵן וְשֵׂכֶל טוֹב בְּעֵינֵי אֱלֹהִים וְאָדָם”.
With three baskets of three se’ah each, they withdraw the terumah from the [funds in the treasury] chamber; on them were written [the Hebrew letters] “aleph,” “beis,” “gimmel.” R’ Yishmael says: The Greek [letters] “alpha,” “beta,” “gam-ma” were written on them. The one who withdraws the terumah may not enter [the treasury chamber] wearing a hemmed garment, nor with a shoe or a sandal, nor with tefillin or an amulet, lest he become poor and people might say, “Because of the sin of [stealing from] the [treasury] chamber has he become impoverished!” Or, lest he become rich and people might say, “He has enriched himself with the terumah of the [treasury] chamber!” For a person must please people in the same manner that he must please the Omnipresent, for it is said: And you shall be guiltless before HASHEM and before Israel [Numbers 32:22]. And it is also said: And find favor and good understanding in the eyes of God and mankind [Proverbs 3:4].

שֶׁל בֵּית רַבָּן גַּמְלִיאֵל הָיָה נִכְנָס וְשִׁקְלוֹ בֵּין אֶצְבְּעוֹתָיו, וְזוֹרְקוֹ לִפְנֵי הַתּוֹרֵם, וְהַתּוֹרֵם מִתְכַּוֵּן וְדוֹחֲפוֹ לַקֻּפָּה. אֵין הַתּוֹרֵם תּוֹרֵם עַד שֶׁיֹּאמַר לָהֶם: ”אֶתְרֹם”? וְהֵן אוֹמְרִים לוֹ: ,,תְּרוֹם! תְּרוֹם! תְּרוֹם!” — שָׁלֹשׁ פְּעָמִים.
[Each member] of Rabban Gamliel’s household would enter [the treasury chamber] with his half shekel between his fingers and throw it before the one withdrawing the terumah. The one withdrawing the terumah would purposely push it into the basket. The one making the withdrawal did not withdraw the terumah until he had inquired, “Shall I withdraw the terumah?” —- and they had replied to him, “Withdraw! Withdraw! Withdraw!” —- three times.

תָּרַם אֶת הָרִאשׁוֹנָה, וּמְחַפֶּה בְּקַטַבְלָאוֹת; שְׁנִיָּה, וּמְחַפֶּה בְּקַטַבְלָאוֹת; שְׁלִישִׁית לֹא הָיָה מְחַפֶּה, שֶׁמָּא יִשְׁכַּח וְיִתְרֹם מִן הַדָּבָר הַתָּרוּם. תָּרַם אֶת הָרִאשׁוֹנָה לְשֵׁם אֶרֶץ יִשְׂרָאֵל, וּשְׁנִיָּה לְשׁוּם כְּרַכִּין הַמֻּקָּפִין לָהּ, וְהַשְּׁלִישִׁית לְשׁוּם בָּבֶל וּלְשׁוּם מָדַי וּלְשׁוּם מְדִינוֹת הָרְחוֹקוֹת.
[After] he had made the first terumah withdrawal he covered [the remaining money] with leather covers; [after] the second [withdrawal] he covered [the remaining money] with leather covers; [but after] the third [withdrawal] he did not cover [the remaining money]. [The money is covered] lest he forget and withdraw from an accumulation from which [funds] had [al-ready] been withdrawn. He withdrew the first terumah on behalf of [the inhabitants of] Eretz Yisrael, the second on behalf of [the inhabitants of] the cities surrounding it, and the third on behalf of [the inhabitants of] Babylon, Media, and the distant countries.

הַתְּרוּמָה מֶה הָיוּ עוֹשִׂין בָּהּ? לוֹקְחִין בָּהּ תְּמִידִין וּמוּסָפִין וְנִסְכֵּיהֶם; הָעֹמֶר, וּשְׁתֵּי הַלֶּחֶם, וְלֶחֶם הַפָּנִים; וְכָל קָרְבְּנוֹת הַצִּבּוּר. שׁוֹמְרֵי סְפִיחִים בַּשְּׁבִיעִית נוֹטְלִין שְׂכָרָן מִתְּרוּמַת הַלִּשְׁכָּה. רַבִּי יוֹסֵי אוֹמֵר: אַף הָרוֹצֶה, מִתְנַדֵּב שׁוֹמֵר חִנָּם. אָמְרוּ לוֹ: אַף אַתָּה אוֹמֵר שֶׁאֵינָן בָּאִין אֶלָּא מִשֶּׁל צִבּוּר.
What did they do with the terumah? With it they would purchase daily offerings, additional offerings, and their nesachim; the Omer, the Two Loaves, and the Panim bread; and all the public offerings. Those who watch over the aftergrowth of the Shemittah year receive their wages from the funds withdrawn from the [treasury] chamber. R’ Yose says: Also, one wishing to, may volunteer as an unsalaried watchman. They replied to him: You too admit that they must come from public assets.

פָּרָה, וְשָׂעִיר הַמִּשְׁתַּלֵּחַ, וְלָשׁוֹן שֶׁל זְהוֹרִית, בָּאִין מִתְּרוּמַת הַלִּשְׁכָּה. כֶּבֶשׁ פָּרָה, וְכֶבֶשׁ שָׂעִיר הַמִּשְׁתַּלֵּחַ, וְלָשׁוֹן שֶׁבֵּין קַרְנָיו, וְאַמַּת הַמַּיִם, וְחוֹמַת הָעִיר וּמִגְדְּלוֹתֶיהָ, וְכָל צָרְכֵי הָעִיר, בָּאִין מִשְּׁיָרֵי הַלִּשְׁכָּה. אַבָּא שָׁאוּל אוֹמֵר: כֶּבֶשׁ פָּרָה, כֹּהֲנִים גְּדוֹלִים עוֹשִׂין אוֹתוֹ מִשֶּׁל עַצְמָן.
The [Red] Cow, the he-goat which is sent [to Azazel], and the strip of red wool are purchased with funds withdrawn from the [treasury] chamber. The ramp for [the transport of] the [Red] Cow, the ramp for [the transport of] the he-goat which is sent [to Azazel], and the strip of wool [which is tied] between its horns, the water canal, the walls of the city and its towers, and all the needs of the city are funded from the remainder of the [treasury] chamber. Abba Shaul says: The Kohanim Gedolim built the ramp for [the transport of] the [Red] Cow from their own [funds].

מוֹתַר שְׁיָרֵי הַלִּשְׁכָּה מֶה הָיוּ עוֹשִׂין בָּהֶן? לוֹקְחִין בָּהֶן יֵינוֹת, שְׁמָנִים וּסְלָתוֹת, וְהַשָּׂכָר לַהֶקְדֵּשׁ, דִּבְרֵי רַבִּי יִשְׁמָעֵאל. רַבִּי עֲקִיבָא אוֹמֵר: אֵין מִשְׂתַּכְּרִין מִשֶּׁל הֶקְדֵּשׁ וְלֹא מִשֶּׁל עֲנִיִּים.
What did they do with the surplus of the remainder of the [treasury] chamber? With it they would purchase wines, oils, and fine flour [which they would subsequently resell], the profits accruing to the Temple —- [these are] the words of R’ Yishmael. R’ Akiva says: Investments may not be made with that which belongs to the Temple nor with funds [collected] for the poor.

מוֹתַר תְּרוּמָה מֶה הָיוּ עוֹשִׂין בָּהּ? רִקּוּעֵי זָהָב צִפּוּי לְבֵית קָדְשֵׁי הַקֳּדָשִׁים. רַבִּי יִשְׁמָעֵאל אוֹמֵר: מוֹתַר הַפֵּרוֹת, לְקֵיץ הַמִּזְבֵּחַ; וּמוֹתַר הַתְּרוּמָה, לִכְלֵי שָׁרֵת. רַבִּי עֲקִיבָא אוֹמֵר: מוֹתַר הַתְּרוּמָה, לְקֵיץ הַמִּזְבֵּחַ; וּמוֹתַר נְסָכִים, לִכְלֵי שָׁרֵת. רַבִּי חֲנַנְיָא סְגַן הַכֹּהֲנִים אוֹמֵר: מוֹתַר נְסָכִים, לְקֵיץ הַמִּזְבֵּחַ; וּמוֹתַר הַתְּרוּמָה, לִכְלֵי שָׁרֵת. זֶה וָזֶה לֹא הָיוּ מוֹדִים בַּפֵּרוֹת.
What did they do with the remainder of the terumah? [They made] gold sheets to plate the Holy of Holies. R’ Yish-mael says: The profit of the fruits is [used to purchase animals which are] offered upon the altar [when it is idle]; and the remainder of the terumah is [used] for the utensils [needed] for the [Temple] service. R’ Akiva says: The remainder of the terumah is [used to purchase animals which are] offered upon the altar [when it is idle]; and the remainder of the nesachim is [used] for the utensils [needed] for the [Temple] service. R’ Chananya, S’gan of the Kohanim, says: The remainder of the nesachim is [used to purchase animals which are] offered upon the altar [when it is idle]; and the remain-der of the terumah is [used] for the utensils [needed] for the [Temple] service. Neither one nor the other admitted con-cerning [the permissibility of profiting from] the fruits.
