הַכּוֹתֵב כְּתֹבֶת קַעֲקַע: כָּתַב וְלֹא קִעֲקַע, קִעֲקַע וְלֹא כָתַב — אֵינוֹ חַיָּב, עַד שֶׁיִּכְתֹּב וִיקַעֲקֵעַ בִּדְּיוֹ, וּבִכְחוֹל, וּבְכָל דָּבָר שֶׁהוּא רוֹשֵׁם. רַבִּי שִׁמְעוֹן בֶּן יְהוּדָה מִשּׁוּם רַבִּי שִׁמְעוֹן אוֹמֵר: אֵינוֹ חַיָּב עַד שֶׁיִּכְתֹּב שָׁם הַשֵּׁם, שֶׁנֶּאֱמַר: ,,וּכְתֹבֶת קַעֲקַע לֹא תִתְּנוּ בָּכֶם אֲנִי ה' ”.
One who makes a tattoo: [If] he wrote but did not prick [it into the skin], [or] he pricked [the skin] but did not write —- he is not liable, unless he writes and pricks [it into the skin] with ink, or with blue dye, or with anything that makes a mark. R' Shimon ben Yehudah says in the name of R' Shimon: He is not liable unless he writes a name there, as it is said (Lev. 19:28): And a tat-too shall you not place upon yourselves; I am Hashem.
