One who finds tefillin should bring them in pair [by] pair. Rabban Gamliel says: Two [by] two. To what do these words apply? To old ones, but for new ones he is exempt.
If he found them tied in pairs or bundles, he must wait near them until dark, then bring them in.
But in a time of danger, he may cover them and leave.
