Peah6: 10
תְּבוּאָה שֶׁנִּתְּנָה לְשַׁחַת אוֹ לַאֲלֻמָּה, וְכֵן בַּאֲגֻדֵּי הַשּׁוּם, וַאֲגֻדּוֹת הַשּׁוּם וְהַבְּצָלִים — אֵין לָהֶן שִׁכְחָה. וְכָל הַטְּמוּנִים בָּאָרֶץ, כְּגוֹן הַלּוּף, וְהַשּׁוּם, וְהַבְּצָלִים — רַבִּי יְהוּדָה אוֹמֵר: אֵין לָהֶם שִׁכְחָה; וַחֲכָמִים אוֹמְרִים: יֵשׁ לָהֶם שִׁכְחָה.
Grain that is given for fodder or for bindings, and similarly [stalks of] garlic for binding, bundles of garlic or onions, are not subject to the law of shich'chah.  All that are hidden in the ground, such as luf, garlic, and onions —- R' Yehudah says: They are not subject to the law of shich'chah; but the Sages say: They are subject to the law of shich'chah.
