Gittin 1:1-1:4

הַמֵּבִיא גֵט מִמְּדִינַת הַיָּם צָרִיךְ שֶׁיֹּאמַר: ,,בְּפָנַי נִכְתַּב וּבְפָנַי נֶחְתַּם”. רַבָּן גַּמְלִיאֵל אוֹמֵר: אַף הַמֵּבִיא מִן הָרֶקֶם וּמִן הַחֶגֶר. רַבִּי אֱלִיעֶזֶר אוֹמֵר: אֲפִלּוּ מִכְּפַר לוּדִים לְלוּד. וַחֲכָמִים אוֹמְרִים: אֵינוֹ צָרִיךְ שֶׁיֹּאמַר: ,,בְּפָנַי נִכְתַּב וּבְפָנַי נֶחְתַּם”, אֶלָּא הַמֵּבִיא מִמְּדִינַת הַיָּם וְהַמּוֹלִיךְ.  וְהַמֵּבִיא מִמְּדִינָה לִמְדִינָה בִּמְדִינַת הַיָּם צָרִיךְ שֶׁיֹּאמַר: ,,בְּפָנַי נִכְתַּב וּבְפָנַי נֶחְתַּם”. רַבָּן שִׁמְעוֹן בֶּן גַּמְלִיאֵל אוֹמֵר: אֲפִלּוּ מֵהֶגְמוֹנְיָא לְהֶגְמוֹנְיָא.
One who brings a get from overseas must state: “It was written in my presence and signed in my presence.” Rabban Gamliel says: Also one who brings [it] from Rekem or from Cheger. R' Eliezer says: Even from Kefar Ludim to Lud. The Sages, however, say: One is not required to state: “It was written in my presence and signed in my presence,' unless he is bringing it from overseas or taking it [overseas].  One who brings [a get] from province to province overseas must say: “It was written in my presence and signed in my presence.” Rabban Shimon ben Gamliel says: Even from rulership to rulership.

רַבִּי יְהוּדָה אוֹמֵר: מֵרֶקֶם לַמִּזְרָח, וְרֶקֶם כַּמִּזְרָח; מֵאַשְׁקְלוֹן לַדָּרוֹם, וְאַשְׁקְלוֹן כַּדָּרוֹם; מֵעַכּוֹ לַצָּפוֹן, וְעַכּוֹ כַּצָּפוֹן. רַבִּי מֵאִיר אוֹמֵר: עַכּוֹ כְּאֶרֶץ יִשְׂרָאֵל לְגִטִּין.
R' Yehudah says: From Rekem eastward [is considered outside Eretz Yisrael], and Rekem is like the East; from Ashkelon southward, and Ashkelon is like the South; form Acco northward, and Acco is like the North. R' Meir says: Acco is like Eretz Yisrael regarding gittin.

הַמֵּבִיא גֵט בְּאֶרֶץ יִשְׂרָאֵל אֵינוֹ צָרִיךְ שֶׁיֹּאמַר: ,,בְּפָנַי נִכְתַּב וּבְפָנַי נֶחְתַּם”. אִם יֵשׁ עָלָיו עוֹרְרִים — יִתְקַיֵּם בְחוֹתְמָיו. הַמֵּבִיא גֵט מִמְּדִינַת הַיָּם וְאֵינוֹ יָכוֹל לוֹמַר: ,,בְּפָנַי נִכְתַּב וּבְפָנַי נֶחְתַּם” — אִם יֵשׁ עָלָיו עֵדִים יִתְקַיֵּם בְּחוֹתְמָיו.
One who brings a get within Eretz Yisrael is not required to say: “It was written in my presence and signed in my presence.” If there are protesters against it, it should be validated through its signatures.  One who brings a get from overseas and is unable to say: “It was written in my presence and signed in my presence” —- if there are witnesses on it, it should be validated through its signatures.
Gitin1: 4
אֶחָד גִּטֵּי נָשִׁים וְאֶחָד שִׁחְרוּרֵי עֲבָדִים שָׁווּ לַמּוֹלִיךְ וְלַמֵּבִיא. וְזוֹ אֶחָד מִן הַדְּרָכִים שֶׁשָּׁווּ גִטֵּי נָשִׁים לְשִׁחְרוּרֵי עֲבָדִים.
Both gittin and [documents of] emancipation of slaves correspond in regard to being taken [from Eretz Yisrael] and being brought [there]. This is one of the ways in which gittin correspond to [documents of] emancipation of slaves.
