Shekalim7: 4
בְּהֵמָה שֶׁנִּמְצֵאת מִירוּשָׁלַיִם וְעַד מִגְדַּל עֵדֶר, וּכְמִדָּתָהּ לְכָל רוּחַ: זְכָרִים עוֹלוֹת, נְקֵבוֹת זִבְחֵי שְׁלָמִים. רַבִּי יְהוּדָה אוֹמֵר: הָרָאוּי לִפְסָחִים פְּסָחִים, קֹדֶם לָרֶגֶל שְׁלֹשִׁים יוֹם.
An animal that was found between Jerusalem and Migdal Eder or at a similar dis-tance [from Jerusalem] in any direction: males are [assumed to be] burnt-offerings, females are [assumed to be] peace-offerings. R’ Yehudah says: Those suitable for pesach-offerings are [assumed to be] pesach-offerings, during the thirty days before Pesach.

בָּרִאשׁוֹנָה, הָיוּ מְמַשְׁכְּנִין אֶת מוֹצְאֶיהָ עַד שֶׁהוּא מֵבִיא נְסָכֶיהָ. חָזְרוּ לִהְיוֹת מַנִּיחִין אוֹתָהּ וּבוֹרְחִין; הִתְקִינוּ בֵית דִּין שֶׁיְּהוּ נְסָכֶיהָ בָאִין מִשֶּׁל צִבּוּר.
Originally, they would seize collateral from the finder until he brought its nesachim. [But] when they began abandoning it and fleeing, beis din instituted that its nesachim should come from the public [treasury].
Shekalim7: 6
אָמַר רַבִּי שִׁמְעוֹן: שִׁבְעָה דְבָרִים הִתְקִינוּ בֵית דִּין, וְזֶה אֶחָד מֵהֶן. נָכְרִי שֶׁשָּׁלַח עוֹלָתוֹ מִמְּדִינַת הַיָּם וְשָׁלַח עִמָּהּ נְסָכִים, קְרֵבִין מִשֶׁלּוֹ; וְאִם לַאו, קְרֵבִין מִשֶּׁל צִבּוּר. וְכֵן גֵּר שֶׁמֵּת וְהִנִּיחַ זְבָחִים, אִם יֵשׁ לוֹ נְסָכִים, קְרֵבִין מִשֶּׁלּוֹ; וְאִם לַאו, קְרֵבִין מִשֶּׁל צִבּוּר. וּתְנַאי בֵּית דִּין הוּא עַל כֹּהֵן גָּדוֹל שֶׁמֵּת שֶׁתְּהֵא מִנְחָתוֹ קְרֵבָה מִשֶּׁל צִבּוּר. רַבִּי יְהוּדָה אוֹמֵר: מִשֶּׁל יוֹרְשִׁין. וּשְׁלֵמָה הָיְתָה קְרֵבָה.
Said R’ Shimon: Beis din instituted seven ordinances, and this is one of them. [The others are:] [If] a Gentile sent his burnt-offering from a faraway country and sent nesachim with it, they are offered from his own; if not, they are offered from the public [treasury]. Similarly, a proselyte who died and left offerings, if he had nesachim, they are offered from his own; if not, they are offered from the public [treasury]. It is a stipulation of beis din regarding a Kohen Gadol who died that his flour-offering be brought from the public [treasury]. R’ Yehudah says: [It was purchased] with his heir’s [money]. [In this case] it was offered whole.

עַל הַמֶּלַח וְעַל הָעֵצִים שֶׁיִּהְיוּ הַכֹּהֲנִים נֵאוֹתִים בָּהֶן; וְעַל הַפָּרָה שֶׁלֹּא יְהוּ מוֹעֲלִין בְּאֶפְרָהּ; וְעַל הַקִּנִּין הַפְּסוּלוֹת שֶׁיְּהוּ בָאוֹת מִשֶּׁל צִבּוּר. רַבִּי יוֹסֵי אוֹמֵר: הַמְסַפֵּק אֶת הַקִּנִּין מְסַפֵּק אֶת הַפְּסוּלוֹת.
Regarding the salt and the wood [beis din instituted] that the Kohanim may make use of them; regarding the [Red] Cow [they instituted] that its ashes be exempt from [the laws of] me’ilah; and regarding [replacements for] the dis-qual-ified bird-offerings that they should come from the public [treasury]. R’ Yose says: The one who supplies the birds must supply [replacements for] the disqualified ones.
